Chris Mathias: Idaho Democratic Incumbent for House District 19B

Chris Mathias is a Democratic member of the Idaho House of Representatives representing District 19B, which covers the North End and downtown portions of Boise. Mathias is running for re-election and is on the May 19, 2026 Democratic primary ballot unopposed. He is the first African American man to serve in the Idaho Legislature and its only current Black member.

Background

Mathias was born in 1978 and lives in Boise’s North End neighborhood with his wife Katie and their two children. He enlisted in the U.S. Coast Guard after high school, where he conducted search and rescue and law enforcement operations and later handled shipboard communications aboard the USCGC Polar Star, the nation’s heaviest non-nuclear icebreaker.

He used the G.I. Bill to earn a Bachelor of Science in criminal justice administration from Boise State University, where he served as student body president and was the university’s first McNair Scholar. He later earned a Juris Doctor from Vermont Law School and a Ph.D. in law and public policy from Northeastern University, with a dissertation focused on Idaho’s implementation of the National Incident Management System.

His professional career includes service as a law clerk to U.S. Senator Patrick Leahy on the Senate Judiciary Committee, a lecturer at Northeastern University, and chief academic officer for the Idaho State Board of Education and later the University of California, Santa Cruz. He served on the Idaho Criminal Justice Commission from 2022 to 2025 and currently serves on the Council on Criminal Justice’s Women’s Justice Commission. He is a member of the National Black Caucus of State Legislators.

Political Career

Mathias was first elected to the Idaho House in 2020 and is now in his third term. He defeated Republican James Jacobson in 2020 and Republican James Faasau in 2022, and won re-election unopposed in 2024.

In the current term, Mathias serves on four committees: Agricultural Affairs, Education, Ethics and House Policy, and Judiciary, Rules & Administration. He is one of only two Democrats on the Judiciary committee.

In the 2025 session, Mathias sponsored House Bill 41, which would have required schools to notify parents when their child was involved in a serious incident of bullying, harassment, or self-harm and to provide guardians with prevention resources. The bill passed the House but died in the Senate. He had carried a similar measure in 2024 that was narrowly defeated 32-38 in the House. Mathias also co-proposed a Mobile Device Policy Fund with Republican Rep. Wendy Horman as an addition to the state’s Phone Free Learning Act.

In the 2026 session, Mathias was among the eight House Democrats who voted against Senate Bill 1430, which expanded firearms preemption against local government regulation. During floor debate on the teachers’ union restrictions bill, he objected on the record when a Republican colleague characterized public school instruction as including “activism, socialism, DEI training, gender confusion … indoctrination,” telling colleagues that if districts were doing those things, evidence should be required, and that otherwise the chamber should “stick to the bill.”

Policy Positions

On criminal justice, Mathias has emphasized that Idaho incarcerates a higher percentage of its female residents than any other state, and his service on the Council on Criminal Justice’s Women’s Justice Commission addresses that concern. His dissertation and professional work focus on incident management and public safety policy.

The Idaho House of Representatives on Monday killed an anti-bullying bill in a 32-38 vote after lengthy debate.

Rep. Chris Mathias, D-Boise, sponsored the bill. It would have required school principals or their designee to notify parents and guardians of a student’s involvement in harassment, intimidation, bullying, violence, or self-harm, and to provide guardians with materials on parental empowerment and preventing self-harm and suicide.
