Bill Farmer, a lifelong resident of Idaho, attended schools in Caldwell and Boise before serving in the Idaho Air National Guard and later enlisting in the Navy during the Vietnam War. After completing his education at Boise State University and the College of Idaho, he spent 43 years in adult education, working as a teacher and administrator.

Bill and his wife, Mona, have been married for 44 years and have three children and four grandchildren. They moved to Cottonwood in 1993, where Bill worked as the Education Manager at North Idaho Correctional Institution. Throughout his career, Bill has been involved in leadership roles in correctional and adult education at state and national levels.
