In the Idaho Capital Sun's voter guide Jones listed his top priorities as: "Improve the investment performance of the investment funds. Lower the cost of Idaho's public debt. Lobby in support of amending the Constitution to make the treasurer position nonpartisan." On state investments he wrote: "The investment performance has consistently been behind the index; thus, we are either using the wrong index or we are not adhering to the philosophy and strategy outlined in our Investment Policy Statements."
Jones said: "The performance of our investment portfolios has been, in my personal opinion, almost the worst I've seen in 38 years of managing institutional portfolios." The Sun reported that the state's IDLE fund "has returned .34% less than a comparable index fund since its inception, according to an Aug. 13 Treasurer's Investment Advisory Board presentation." Ellsworth answered: "We're not out to make money ... My first goal is safety."
Jones also said: "I've been managing investment portfolios my entire life. I love it." He added: "It's a passion of mine, and I don't believe that the state of Idaho should have someone who's unqualified in the position of treasurer."
