Kevin Gerrard: Democratic Nominee for Idaho State Senate District 31

Kevin Gerrard won the May 19, 2026 Democratic primary for Idaho State Senate District 31 without opposition, receiving 438 votes, or 100 percent, according to certified Idaho Secretary of State results. He faces Republican incumbent Sen. Van T. Burtenshaw in the November 3, 2026 general election.

The Race

District 31 covers Clark, Fremont, Jefferson, and Lemhi counties in eastern Idaho. Burtenshaw has held the seat since December 2022, when post-census redistricting moved him into the newly drawn District 31; he won the May 19, 2026 Republican primary unopposed with 8,131 votes. In the 2024 general election, Burtenshaw defeated Democrat Dean Martonen, 23,525 votes (87.5 percent) to 3,351 (12.5 percent).

Gerrard has no prior electoral history in Idaho Secretary of State records; this is his first campaign for public office.

Background

Gerrard is a lifelong East Idaho resident who moved to Ririe as a teenager, according to his campaign website. In a March 2026 post on the Lemhi County Democrats' Facebook page, Gerrard wrote in his own words: "I grew up in Ririe after moving to East Idaho as a teenager and graduated from Ririe High School in 2005. Today I live in Rigby with my husband Justin. I'm running for Idaho State Senate in District 31 to focus on practical solutions that protect homeowners and strengthen our communities."

Gerrard is a REALTOR® with Berkshire Hathaway HomeServices Silverhawk Realty East Idaho, according to his agent profile with the brokerage. He has held an Idaho real estate license since 2021, with 31 closed transactions totaling more than $10.6 million in sales, placing him in the top 0.16 percent of his local MLS board for 2025. His industry honors include a BHHS Star Award, Million Dollar Club Production Awards for 2022 and for 2023, and a 2024 Silver Level Production Award. My goal is to bring practical, balanced solutions that reflect the realities people in our communities are facing."

On what prepared him for office, he wrote: "In my work as a REALTOR® in East Idaho, I sit down with people every day who are trying to make big financial decisions in a tough economy. I see firsthand how property taxes, housing costs, and regulations impact people's lives, including deals that fall apart due to affordability gaps."

Asked about the district's most significant challenges, he wrote: "Affordability is one of the biggest challenges facing our district. Rising property taxes, housing costs, and overall cost of living are putting pressure on families. Water management is another critical issue in Eastern Idaho, where agriculture, growth, and sustainability must be balanced. I support strengthening aquifer recharge and mitigation efforts to protect long term water access."

In his closing statement to voters, Gerrard wrote: "I am a Democrat, and I am clear about that. At the same time, I do not believe party affiliation should get in the way of solving problems or working with others to get results. I will work with anyone willing to lower costs, protect local decision making, and support our communities."

CBS2 and FOX9 sent the same candidate survey to every legislative candidate ahead of the general election. Gerrard did not respond by the deadline, according to the survey published August 24, 2026; Burtenshaw also did not respond.

Campaign Finance

Gerrard's 2026 campaign finance filing with the Idaho Secretary of State's Sunshine portal shows a beginning cash balance of $233.72. Total contributions reached $1,885.32, while total expenditures were $1,696.60, leaving an ending cash balance of $188.72. The filing lists no loans and no debt.

The largest listed contribution came from StockBoy Services of Rigby at $936.00. Matthew Erickson of Washington, D.C. gave $277.77, followed by Julie Anglesey of Idaho Falls and Tracy Kasper of Nampa at $200.00 each. Gerrard contributed $100.00 to his own campaign.
