Paul Morgan: Idaho Senate District 23

Paul Morgan won the May 2026 Democratic primary for Idaho Senate District 23 with 712 votes, running unopposed. He now faces Republican incumbent Todd Lakey in a rematch of the 2024 general election.

District 23 covers parts of Ada, Canyon, and Owyhee counties, including Nampa, where Morgan lives. This is his second consecutive run for the seat. In 2024 he also won the Democratic primary unopposed, taking all 484 votes cast, according to the Idaho Secretary of State's elections database.

The 2024 general election was not close. Lakey received 19,455 votes (77.8%) to Morgan's 4,519 (18.1%), with Constitution Party candidate Paul Smith taking 1,030 votes (4.1%), per certified state results. Lakey, a seven-term incumbent, chairs the Senate Judiciary and Rules Committee.

Morgan's 2026 campaign has reported no financial activity. His campaign finance filing with the Idaho Secretary of State's Sunshine portal shows $0.00 in contributions, expenditures, and cash balance across nine monthly disclosure reports filed between January and September 2026.

He did not respond to CBS2/FOX9's 2026 "Know Your Candidates" survey for Senate District 23; the outlet states plainly that "Morgan did not respond to the survey in time." In 2024, a KIVI-TV reporter covering the race noted that repeated attempts to contact Morgan went unanswered and that he had no public campaign website then, either.
